Yes they are 5.5 wide.

Does anybody know 100% sure how offset is measured?

The wheel inside bead to inside bead is 5.5 inches. However if you measure from the inside of the mount to the outside of the wheel on either side is 4-2.5

Yes correct bead to bead, then you would measure from mounting surface to inner/outer bead.
