Rear bearing went out

Hey guys i just was riding the other day and my rear bearing went out. I pulled everything apart and the inside is a little scratched up. one quick question, is that one tube that slips in and out of the rear that the axle slips into supposed to be tight in there or is it easy to slip in or out???

when i had the stock carrier mine was loose also so i guess it is supposed to be that way. I think it is there so if bearings do go out it keeps the axle from sliding through.

its actually there to serve as a crush sleeve between the two bearings.
