Is there a way to find a friends mugshot?

I was wondering if there was a site to see it.

Doubtful, but maybe. It will depend on the state or county that holds criminal record you're interested in. Criminal records are a matter of public record so a person's mug shot should be available to anyone who wants it. But that doesn't mean there is an easy, simple way to access it.
