Can you use these tires on a 2004 Kawasaki kfx400 even though there not the same size as the stock tires i have on it now? Also, are the ITP .190 T-9 Pro Series Trac Lock Wheel the best wheels to use with these tires?

If the last size number of each tire is the same you should be fine.

Stock tires are 20" rear and either 21 or 22" front. True MX tires will be smaller front and rear, likely 20" front and 18" rears. Yes, this is OK to do as long as the wheels fit the tires. As for your second question, no, ITP Trac-locks are not the best wheel. They are one option if you are looking at beadlocks but I would much more highly recommend Douglas (DWT) beadlocks or even better, Hiper carbon fiber racing wheels if you have the money.

sorry i dont kno much about quads i rode dbikes my whole life and got bored so i sold my cr125 and bought this kfx 400 acouple weeks ago

Beadlock rims do what they say, they lock the bead of the tire onto the rim so the tire can't slide off the rim and let air out.

if you have the $$$$ go with hipers- then douglas and last itp

there are also reinforments w/o going to bedlocks, like itp baja and other that weld the reinforcment.

Beadlocks are nice, but aren't required. I would recommend some Douglas Ultimate conventional wheels with the tires you listed. They're MUCH cheaper and a very strong tire. With the setup you have I really don't see you pushing the quad hard enough to "need" beadlocks. If you WANT them feel free, but it'll be less expensive to get standard wheels for now. ;)
