Is their a product out on the market (besides using product stickers) that can be placed on the back fenders above the heel guards to keep the riding boots from scratching up the plastic?

there are a couple products out meant to give you more grip that cover that area. Rocky mountain has a few variations of it in clear and black. You can buy precut kits or sheets to cut yourself. Another option would be skateboard grip tape. In fact, that's all some of those kits are.

I have this problem as well, I actually alost have holes worn in my fenders from my heels rubbing. I used to race mountain bikes so I'm used to having the pressure from the pedals on the front 1/3rd of my foot. so they always end up moving back. I'm planning on just cutting out the problem area and making a guard.
