Places for youth to ride in Iowa ?

I live in central iowa and I think the youth law is hideous . My son has been riding dirt bikes since he was 4 years old and now he is 10 years old and traded to riding an atv . Well, now he can't ride in a state orv park until he is 12 . But when he rode bikes he rode all the time. Because in Iowa you can ride a dirt bike of any size at any age in any state funded park and they don't care. But, you get on an atv and you have to be 12 years old and take a safety course. Now, don't get me wrong, I totally beleive in safety and my son always has his gear on. But, if the state is going to make the laws for atvs it should also be for dirt bikes.

I am wondering if there is any good riding parks in Iowa that aren't owned by the state so we can go riding together.
