Bigger Tires or More Gear??

I want a little bit longer pull between gears and a bit more on the top end ( 5 - 10 mph ). I was wondering how much changing the 20" tires and replacing with 21" GNCC or 22" Tires would help with regard to what i am looking for. Also, is it a good idea to change the front sprocket or rear sprocket ( from a mechanical standpoint ) If so, is everyody using the 15T front? And the 34/36T rear? Any help is appreciated

the bigger tires will help with the top end but if it were me i would change the front sprokcet 1 because it i cheaper and 2 its like going down 3 in the rear just my 2 cents
