jetting problem?

I have a 02 250ex. I have installed a pro circuit t4 slip-on, k&n filter and outerwear, and dynojet kit. the bike is strong until the very top end when it cuts out almost completely. The problem is not noticeable after 2nd gear. I have tried eveything in the troubleshooting section of the jet instructions. I have installed about every main jet they sent, different needle settings, etc. I'm beginning to think it is not a jetting issue. Also, I do not use the airbox lid. Any pearls of wisdom would be greatly appreciated.

is it hitting the rev limiter? just a thought

i dont know what the symptoms of hitting the rev limiter are, but it does not sign off completely

i've hit my rev limiter and it just starts cutting in and out very fast. hit it in the first 4 gears. have not hit it in 5th yet.
