How do you adjust the idle speed on a 400ex. It's really high now.

Thumbwheel, left side of carb.

I think something is messed up. I took off the black cover on the side, and the screw isn't touching the half wheel at all, even though the screw is in all the way. Before, when i put it on, the bike would only move if the choke was on. When the choke was off, it would die when i started to move. Please help

Sounds more like your throttle or throttle cable is sticking.

How can it be sticking when i saw it move that half wheel on the right side of the carb.

If the 'half wheel' isn't returning all the way to the stop screw, something is sticking somewhere... most likely cable or thumb throttle assembly, or perhaps the butterfly itself.

But before it was fine. I just took the cable off of the wheel and thats it. When i put it back on it got all weird. ;(

1st - why did you take it off in the firstplace?

2nd - I'd remove it again and carefully re-assemble it looking to avoid anything binding.

I took it off to clean it. All that i unscrewed was the cover covering the float bowl, but i didn't touch anything inside. Also, the throttle cable was disconnected.

check the float and make sure it is not sticking.

Now you are confusing me... you said:
"I took off the black cover on the side, and the screw isn't touching the half wheel at all, even though the screw is in all the way."

and:
"Also, the throttle cable was disconnected."

Did the throttle cable disconnect itself? Doubt it.

That is the most likely culprit. Disassemble that assembly again, and find what's sticking.

When i was taking the carb off, i had to disconnect the throttle cable from the 'half wheel' now it is connected. I'll check the spark plug. Maybe its flooded with fuel or oil. ;/

You state the the throttle assembly is NOT returning to the limit screw, and that the bike is idling very high (your original issue)... What the hell does the spark plug have to do with this? ;-}

Last time - FIND WHAT IS STICKING IN THE THROTTLE CABLE, THROTTLE BODY (butterfly), OR THUMB THROTTLE. This is something you caused when you re-installed the carb. If the throttle wheel is not returning to rest on the idle screw, then something is jammed or sticking, PERIOD.

Either attempt to follow advice or don't bother asking for it.

So... why did you remove the carb in the first place?

Sorry if this is been asked, but is the throttle plate completely closed?

this happened to me on my old 300ex, when you put the cable back in the "half wheel" thing, make sure it goes all they way into the groove. Mine was stuck on the little outer lip of it causing it to rev high, and also rev high when i turned the bars.

check to make sure the float isnt stuck
