most likely, i would change the o-ring and if it still does it.

this happened to me, the bottom oil filter bolt was too long and it was stripped out way down in there. i put in a shorter bolt and presto! it may need a new o ring if the other one is damaged some how. check to make sure no bolts are stripped out and the cover is installed correctly(not turned clockwise or anything)
