is it nesicary to remove/plug the hot start from the 450 carb for clearance or can i just leave it and tie the cable up

A hot start mechanism could be made to operate on a 400EX.

BUT, there's really no reason to add that feature. For the most part, hot start mechanisms are only utilized on kick starting engines. Some electric start engines have hot starts but every one I can think of off the top of my head also has a kick start.

It's not that it couldn't be done. There just isn't a compelling reason to do it.
