On my 08 450r the needle in the carb has no notches to tune it. So we were thinking that honda did some big changes to the carb but i have no idea.any help?

Many carbs are now coming with non-adjustable needles. The HRC needle is adjustable.

There were some inconsequential changes to the carb after 06', but they have no effect on performance.

It's hard to give good answers because I don't have any idea what you're trying to do. However....

If you need to adjust the needle then you need to get a different needle. Alternatively, if you only need to richen the needle slightly, most non-adjustable needles can be shimmed with tiny washers.
