Will a leak in a spark plug wire cause the spark to be weak?

by leak do you mean crack? if it's cracked it's a possibility for water and dirt to get in the wire and corrode it so it might make it weak.

if it's not that it could be the coil getting weak.

check with a honda manual and find out what the specs on the coil are supposed to be and then check it or have it checked with a meter to find out if the coil is good or bad.

if it checks out check all your connections.
