Leak from washer on rocker bolt - pic

I am getting a leak from one of the 14mm washer's that are behind one of the rocker assembly bolts on the left side of the head cover. Can that be replaced without pulling the head cover or would I need to disassemble the rockers to fix it.

That bolt runs almost all the way across the cylinder head cover and holds the rockers in place. I can't imagine the rockers would stay in place if that shaft was removed.

yea that bolts runs a pretty long length through the valve cover.. i highly doubt the rockers will stay in place
