i want to adjust my handlebars but that stupid plastic guard is in the way and i already tried to take it off but i cant get the screws off. is there another way to get to the bolts.

What year?
On the 06-07 there is a large Phillips head screw, accessed through where the gas tank breather hose goes into the steering stem. Pull out the hose, and using a #2 Phillips screwdriver, loosen the screw. Then grab the plastic piece in the front, pull up (it snaps over the handlebars on each side) and slide it forward off of the screw. Installation is the reverse.

my bike is a 03 but there is so much dirt and crap i cant get the philllips head loose.

That screw is in an awful place to even try WD40 or whatever.
You may need to drill out the screw and replace it with a common hardware store of similar size, after tapping the hole to fit.

One more question, will 250 x plastics fit on a 250 ex? (Whats the difference?)
