300 King Quad carb issue??

I have never worked on a ATV that wasn't a honda. I have a friend who's king quad will only start up at WOT. I went through the carb and it was clean. His diaphram in his fuel pump(I think its a fuel pump its on his fuel shut of valve. The reason I don't think it is gravity fed is because the carb sets higher then the fuel hose comeing out of the shut off valve. ) was fine.
It smokes like it's rich when it starts. So I'm kinda thinkin that maybe I need to lean it out. Any ideas would be great thanks.

is the float adjusted right? is the float needle shutting the fuel off after filling as it should? when ya cleaned the carb did ya use compressed air?
