i have a JB racing stem and where you clamp it in there is like a rubber type sleeve in there. It seems like mine has worn out becuase my stem has some "play" in it. Do i need to buy a new sleeve or what? When i first put it in at the start of the season it was fine.

yea odds are the rubber bushing is worn out.. so you will have to replace it if that little bit of play bothers you...

Also check the bolt that holds the stem in place. That could be loose. But yes, it could be the rubber elastomer pieces inside the stem. They should stock them to. I bought some from Rath for my stem on my LT-R the other day.

It's hard to believe but they will charge you $20 for that thing.
