after timing my motor i notice how much its off after all the shaving to the head and cylinder

i know its hard to say but i was wondering if anyone had a good guess at how many degrees off the timing is
i have it marked in red and blue where the timing marks are

HEAD is shaved .022 and CYLINDER is .002

and im thinking thats the reason for the very strong top-end power i have....if its true that retarding the timing moves the power up the rpm range

could this be why it tags the limiter while still making power

Get a drimal and grind the cam bolt holes out or slot a little or get a sloted cam sprocket and put a degre wheel on time that cam in thats the right way. the way it sits now you will have big top end.

Retarding the timing will move the power band up. If you advance the timing you will bring the power band in sooner.
