There can be no definitive answer to this question, 5 builders could all build motors that are so close to each other that they all might win a shootout depending on conditions...

There is no one "best" builder, but there are a few very good ones.

I just meant who makes a good reliable cheap kit to boost up the power. Like TC Racing, CT Racing, Duncan Racing...............???

For the most part when it comes to motor work, Good builders and cheap dont go hand in hand. Any of the names you've posted you are going to be waiting a while to get your motor built and its going to cost. Dont forget DRG (Chad502ex)
