I don't think it will work. I haven't tried, but I know the outer bearings are smaller on 89 hubs than 86-87.

no, there is 86/87 spindles and hubs, 88 spindles and hubs, and 89 spindles and hubs. The difference in the 89 setup is the tapered spindle and tappered collar in the hub. 88 and 89 use the same bearings. 89 hubs are also the same as 400ex hubs.

89 Hubs are exactly the same as 88, only the bearings are different.

I suspect you might be able to use them if you put in 87 bearings (if they fit)

Is there any differences in the spindles themselves?

you have to use the correct year spindle and hub, there is no way around it. You can use 88 hubs on 89 spindles with the tapered collar, same goes reverse. 86/87 and 88/89 hubs and spindles don't work at all with each other.
