I was wondering if you needed a license to operate a 49cc Scooter on the roads??

in NC you do not. you just need a helmet. not sure about pa.

oh yeah, check out the age thing, but i know i can go get my motorcycle permit and ride anytime is sunlight out alone on a bike. im not sure how old you have to be to do that though.
