intake valves

i just took my head off my motor because i think i need a valve job, i ran out of clearance on my intake valves... when i took the head off, i pushed on the top of the valve with my thumb and with a tad bit of force i can easily move the valve away from the seating area about 1/4 inch. Should i be able to do this or is this a good sign my valve springs and such are worn out... i cannot do this to the intake valves. let me know what you think, thanks.
