I have a new clutch cable and new plates. the clutch pull is extremely hard. there is no internal mechanism for adjustment. so what gives?

You might want to get a shop manual. Then switch to an 89 update presser plate kit, get new OEM 250R clutch springs, check to make sure your inner and outer baskets are not grooved, take the clutch activating lever out of the case and use a vise to slightly straighten the factory step bend in it (this gives you more leverage over the springs), lube you clutch cable, adjust the cable at the case and lever, and get a easy pull clutch lever kit. If you do all this you should have a 2 finger clutch that works very good.

i had a problem with over torqued basket...closed the basket fingers a tiny bit and clutch would hang up and wobble....sounds like u might have a frayed cable....try the small stuff 1 st...dont use heavy duty springs....use the cr 500 springs...they work great and wont kill your hand ....at all ....works great with a hinson basket and a cr 250 clutch perch. smooth as butter!

Ok some times the clutch arm on the motor gets bent or worn internaly saying that will make your clutch feel real hard good luck

that clutch arm goes into a bearing right under the seal. maybe bearing is beat;)
