Here is where that annoying COWBELL sound was coming from!

Some JACK*** welded this rod inside the stem. I ground the weld off and drilled a hole , inserted a self tapping bolt and pulled it out. I know someone was just trying to beef up the stem, but when it sounds like this don't bother. Spend a little money and buy an aftermarket stem. Thanks for all who helped and also came up with some funny posts.
