Wheel offset & shock valving

Does wheel offset effect leverage on the shocks? i.e. does a 2:3 offset require a stiffer valving than 4:1? From what I can tell it wouldn't since it doesnt move the pivot point of the a-arms any but I have heard that it does effect it. Just wondering if someone could clear this up for me.

No it doesn't, and it has been proven. You will still get people trying to say that it does. It does NOT.
