will a 97 cr250 pv head bolt up to a 86 250r botom end using a 87-89 crank?

The power valve won't function. The 250r bottom end doesn't have the govener mechanism that activates it. FTZ builds engines with CR cylinders on 250r bottoms so it's possible to do but I believe case modifications are required.
