Well i have a uni filter an hmf slip on, outerwear cover, and k&n jet kit, I cant spend alot of money but should i go with a powerbomb header or 450r shocks, and what other performance upgrades should i do with out being overly expensive.

Go with the shocks. The stock 400 header flows pretty good

Just to be different, how about having the rear shock re-done by Derisi, GT Thunder, or Colby at C&D....

yea id get the 450 fronts and have the rear rebuilt by c&d, and get a good linkage setup and the difference will be unbelieveable,
as far as cheap mods go,
you could get a cam or a high comp. piston
or change your gearing,
