got this from another site

What you need to do........
1. Go to a notary or PENNDOT website, get form 426B(Special, reconstruct, modified title app),
2. Get the parts for the bike(head hi/lo, tail/brake, & turn sig lights, horn, 2 mirriors some inspection stations allow 1, front & rear brake light switches, speedo, and DOT tires(I think thats all). Save all receipts!!!!!!!!
3. Install all parts on bike and take 4 pics. You will see what I mean when you get the form.
4. Get insurance for your bike.
5. "Truck" bike to inspection station for a mock inspection. You need to get a inspect sticker for the form. Again, form will explain.
6. Get all your paperwork together and send it to the state.
7. Sit back and relax cause I heard people say some took 3 weeks and some took 6 months. Mine took about 3 1/2 weeks. If there is something wrong with the form or anything else the state will send it back and tell you to fix it and return it. I have also heard of people going to there state rep. to help the process along.

also found this

As of January 1, 2007 form MV-426B used for reconstructed, flood, specially constructed, recovered theft, collectible, modified vehicles and street rods can now only be signed by stations designated as Enhanced Vehicle Safety Inspection Stations. It use to be that any inspection station could inspect your vehicle and sign off the MV-426B. Then you had to send the paperwork into Harrisburg and hope for the best. The way it was explained to me today (also as stated in bulletin B106-1) was that these new "Enhanced Vehicle Safety Inspection Stations" may now issue plates, cards and stickers immediately on the spot. It just so happens that a friend of mine is almost finished with this new certification and his shop is less than 2 miles from my home. He expects to be finished with the process in about 3 or 4 weeks...well worth the wait.

In case you are interested, the station is located near Mt. Pleasant, PA...about 45 minutes east of Pittsburgh and VERY close to the PA Turnpike.

Here is a link to the bulletin:
