is the "hot start" on the 450r a compression release if not then what is it?

It's not a compression release, that's on the cam.

It allows air into the carb. so it can lean out the fuel and start easier, if you push it while it is running it will actually rev up a bit to let you know it is working..

Correct. It pulls a small plunger out of the carb allowing air in, to lean out the mixture so it will start easier when hot.
