Taking off the air box lid is about the only thing you can do without spending money, but that does pretty much nothing powerwise.

if he does that, without rejetting, he will spend a lot of money on an engine rebuild

Remove the choke, polished the slide and the carburator. Now if you got $15 bucks you can buy jets and remove the air filter metal insert, the lid and cut off the spark arrestor.

that a girl..... or you get a freakin job so you do have money. but thats just and idea. but for your question, remove spark arrester and air box lide and buy a jet or 2 from your local dealer and dial it in

Sure, he could go up a size, but you honestly don't need too. I had my lid off + a K&N on mine for 4 years before I rejetted, and mine's still running pretty strong considering what I do to it.

removing the air box lid on a 250ex makes such an insignificant difference that rejetting is not really needed. however, since hondas come considerably lean from the factory, its a good idea to rejet from the start. the engine will not be lean enough to hurt anything by just taking the lid off.
