No smiles or "tool bar" menus?

I do not have the smile menu or the "tool bar menu" on my post page. The tool bar menu is soppose to have the IMG code and URL code ect ect. What happened?

User CP < Edit Options < Near the bottom of the page - "vBCode quick links".

Make sure "yes" is checked.
