There are a few rental places along the dunes. I don't know much about them though. I've only rented once and that was more than 15 years ago.

Sandlake is OK and closer to Portland but it pales dramaticaly in comparison to the ODNRA.

Have Fun!

If you are going to the Dunes your best bet for renting, some sweet dunes & distance from portland is Florence Or. My preference is Spinreel down the Coast! Have fun, I wish I were goin.

Yeah MO FLO is the way to go. Once you get into the town of Florence you will follow the traffic out of town. Once you pass the south jetty (the main entrance to the dune day parking area) about 5-10miles past the entrance there is a rental place that will rent you a quad. But for insurance purposes they only rent out 250's. I'm not even sure what the makes are. I heard all of this info from the quad shop right next to the south jetty entrance. The lady there told me that the quads are gutless and a waste of money. The real fun is renting the sandrail tour. Get the one with just you and the driver. He/she will take you on a ride of your life. They will show you all of the dune area in a very fast, crap your pants, kind of way.
