I'm just curious as to what this means what it does and how do you do it just put it in the pipe and leave it?

I like to repack every year. Its simple maintanence to keep a good sounding and performance out of you pipe. Do a search on it:)

Nearly all aftermarket silencers use fiberglass packing material contained within the silencer for sound deadening. Usually there is a perforated core around which the packing is wrapped. Over time the packing wears out and needs to be replaced. Some silencers can be disassembled simply by removing the bolts that hold the endcaps in place. Many others have rivets that need to be drilled out to disassemble.

I can't think of any stock ATV sliencers that use packing. They usually use maintanence free baffles instead. Many stock MX dirt bike silencers use packing though.
