smaller rear tires and 15 tooth front sproket. uni airfilter. the tires and sproket will take ur top end away but will help on bottom.

Most people don't want to go shorter than a 20" rear tire and a 15 is stock on the 400

you could get some new tires, they help out alot.

you could pick up some used 450r or works shocks for under 200 and that is a great upgrade

Look into buying:
450r carb and some jets
hotcam
high compression piston
kill switch
shocks
extended axle

What does this do to the Power ? cheaper mod than installing a cam ? i.e - advancing the timing raises the powerband level from say 4000rpm to XRpm - correct ?

I bought YFZ shocks for less than 200 shipped. Well worth it, night and day difference. Look at a timing key like stvemerz said and what PismoLocal said are great mods. If you look in the for sale section here you can usually get better deals than ebay, and the people selling here are usually more reliable.
