whats the difference between the two and can you run both classes. I am thinking about getting into d34 racing.

C class is the lowest class skill wise (pro, pro/am, A, B, C). 16-24 is an age class. sometimes pros can't run age classes. you should be fine in both.

i understand c is the lowest and 16-24 is an age class but does 16-24 include like B class and A class riders or just like new racers.

16-24 is usually a pretty fast class. In our series most c-class cant keep up the front runners are always A and B riders.

no, c class will be c class riders and the age will be used to break down the classes further in some districts.
