Aftermarket frame what kind of vin?

I've been looking into buying a used frame from someone and I asked for the vin # just to make sure everything was ligit. However I got a well... non standard vin #. Does not match up to a normal 17 digit 1981+ standard. So is it normal for aftermarket frames to not follow the standard 17 digit serial number? It's a lonestar frame if that matters.
