Its a VERY popular problem.
The best way is to bump on it a bit, and if it wont move, Cut it out and buy a new one! If you hammer on the bolt, It will harm the frame and eventually crack it.
Cut it out with a sawzall and order a new one frum servicehonda.com
Taking the bolt out & greasing it every month will prevent this problem

before you go crazy on it and cut it out, look between the swingarm + motor, see the metal spacers? soak them like crazy with a good penetrating oil for a day or two, then latch onto them with some vice grips and try and turn the bolt head with a ratchet.. If you can get the sleeves spinning on the bolt you should be able to get it out no problem (assuming it's not bent)..

Mine was frozen to one of the sleeves, so It would turn perfectly fine, but would barely budge back and forth. I told my dad not to beat on it, and he didnt listen to me. That ended up in a 3 inch long crack on the swingarm mount
