Im assuming your talking about mudcaps like the ones nacs sells? No they are only for beadlocks. A lot of old school racers used to stuff foam into their wheels to keep the crud out.

How much stuff can you possibly get built up in a front rim?

The 8 " caps i sell fit the Baja 8" rims but my 9" dont fit the 9" Baja and i dont know of anyone who sells 10" that would fit

You'd be surprised. Weeds and tall grass lines the rings and trapps a lot of crap.
