What exactly does it do and why is it so important to do. Also what does it cost to get the kit. thanx

These are simply a longevity issue. On a motor that has or will generate a lot of heat, either due to sleeving, high compression, and/or detonation the heat can weaken the aluminum around the head studs and cause them to pull out. This causes head gasket leaks.
Kit costs about $60-75 bucks. Some fairly precise machine work is needed. The existing holes need to be drilled deeper and straight.
I just had mine done. I am a machinist and have access to all the machinery to this job, but I left it to the pros, cause the piece of mind is worth it. Besides you should hone the cylinder after the install of these studs!
