It's different on every quad, it all depends where the shock is mounted and at what angle. Generally speaking you will have more wheel travel than shock travel. Your wheel travel should be close to 3 x your shock travel. It changes so much on every quad that you cant really nail it down.

Look at a long travel setup. Usually the shock is mounted at much more of an angle and there is more shock travel because its closer to the wheel. The closer to the wheel that the bottom of the shock is, then the more the wheel travel is closer to the shock travel.

The relationship between shock travel and wheel travel is called motion ratio. If you take the distance the wheel moves and divide it by the distance the shock moves this is your motion ratio. If you take really small increments and graph this you will come up with your motion ratio curve. It will be different for each quad.

Also note that most manufacturers measure wheel travel by the distance of the arc that the wheel makes, not true vertical travel. Keep that in mind if you are going to try to do any calculations.
