YESS IT DOES I HAVE BOTH MACHINES SINCE 2001 THE GAS CAPS ARE INTERCHANGED ABLE THE 250EX WORK ON THE 400EX AND THE 400EX WORK ON THE 250EX

I wouldn't buy one new. They are around $30.00.
Buy a used one off Ebay or go with an aftermarket one.

Yup, have both machines. The differnce is that the 250s can keeping turning with a clicking sound and the 400 only goes a certain amount.
