is it possible for a mechanic of some sort to change gear ratios in my stock transmission in my 400ex so i can get more top end out of it??

possible..... Yes.
Practicle... no way.
get a 16t front sprocket or bigger rear tires if you want to go faster. WAY cheeper to.
But then again you will loose bottom end unless you have a motor to back it
What mod's do you have? A stock 400ex has troble pulling stock gearing as is.

Either go larger on the front sprocket and/or smaller on the rear sprocket. You could also go larger on the rear tires and have the same effect. Much more practical and much less expensive.

I would go with a 36t rear sprocket,you could go with taller tires but your handling will suffer,well if you ride aggressive like i do anyway;)
