What does the + (#) mean when talking about wheels and what are hipers?

Hipers are carbon fiber rims that, by many, consider to be THE best wheel and probably the last wheel you will buy. They are extremely tough. If you are referring to 3+2, 4+1, in that manner, it is the dimensions of a wheel. The articles section has a very good explanation of the offsets of wheels
