Need some frame/bracket help!

I recently took my whole bike apart to get the frame powder coated. The guy who did the job had to take off 3 little pieces i had forgotten to take off in order to do his job and just gave them back to me having no idea where they were located.

I figured out where the first 2 go, but the last one is a complete mystery to me.

Here's a picture, hopefully somebody can tell me where this little sucker is supposed to go. I'll also include a picture of the frame so if one of you feels like circling the area in paint or something, go right ahead.

its ur seat latch and the other two are for ur front fenders

Oh right, seat latch. I have no idea where it goes though..

Also, is there supposed to be a hole in the middle? there's this little cavity in the middle, and a bump that comes out of it on the other side. Could he have PC'ed over a plug or something?

Nevermind the little bump is normal, i'm a stupid newbie.

Still looking to find out there the latch goes.

Got it, he told me it was on the frame but it was located on the subframe. Problem solved.
