fcr39 question

Is the brass piece in the pic supposed to be up out of the housing? What is the piece that its attached to - the pump?
The bike would start fine - then he said they pulled the black lever up and it came up and wont go back down.
Any info or help would be greatly appreciated

looks to me like an accelerator pump of some sort but I could be wrong

it is the accelerator pump. i havent checked out my 39mm for a long time so i cant give you many details, but i remember my friend bought a 41 that had that problem and the accel pumps guts were all fubar.
