If you put HiPers on can you use stock lugs or do you have to buy new ones?

You can you stock lugs, but you would have to put them on backwards.

You can use your stock 400EX lugs, just turn them around so the tapered end is pointing out and put some metric washers between them and the wheel hub.

Or you can new ones.

Make sure to torque them to the proper torque.

Where would I get new ones and what kind? And can you post pics of your bike? It sounds sick!
