I think what you have now should be suitable, you don't want to over carb your engine.

no matter how i adjust the carb or distributer it bogs and seems like it isnt gettin enough gas i have a brand new pump and fuel lines and theres nothing wrong with them

Is it getting too much gas? What happens if you're rolling along at 20 - 25 and stand on the throttle? Does it bog?

I can help ypu out on this one because my father worked for Holley for 42 years, in the Bowling Green, Ky plant. On a mild engine like yours, a Holley 600cfm part number 1850 will work the best! Believe me, an 1850 can run a 500 HP engine. These carbs are the #1 seller from Holley. They have a great idle and smooth through out the RPM range. If you add more mods, you can use a 750 single pump #3310. I have run several Holley's including both of these. Another advantage I like about the #1850 is the fact that they run good at low idle and engines with smaller cams sound like they have a bigger stick in there! I hope that helps. P.S Remember, bigger is not better!!!!!!

Whatever you do , don't over carb your engine ... number one mistake most engine "tuners" make . Like Guy said ... I wouldn't run anything over a 750 , anything bigger is just overkill and you'll actually be losing performance . We never ran anything larger than a 750 on our drag car .

Them little 400 small blocks can sure move . We had one up until a few years ago . It had a bit of work done to it and when put on the dyno , it turned numbers of over 500 HP . Sold it to a guy that dropped it into a 70-something Camero that he drag races ... the motor has been very consistant for with with no real big problems .

I don't know much about car engines. But my buddie has a 454 all done up. He said it should be pumping 700 - 800 HP and he has a demon 850 (one step above the 750 or 700 they make) and it is too big for that engine. I agree with everyone else you got too big of a carb.
