Is There a difference between the XR400 cam and a honda power up cam?

i believe the power up kit is actually for the XR, but ti should work just fine on the ex. The xr cam is standard. The power up kit is a MX grind. Check here and you can see the actual specs. The power up cam is the HCR cam.

The cams are made for the XR400. The XR cam is the stock cam that Honda sells in the XR. The HRC cam is the racing cam made for the XR. I have had the HRC cam and it was great. You can buy a copy at XR'S only it is cheaper there. The cam worked great but was better when i added the carb then my EX really came alive.
