Cleaning HPC pipe

I have got a new LRD pipe. After I installed it and rode for a while I noticed that a piece of plastic was touching the head pipe just under the seat. How can I clean this off or will it just burn off. The pipe has hpc on it and I do not to mess it up and I do not want to keep the black spot of plastic on it also....

Try some of that tar remover from the autoparts store.;)
