what exactly does this do ?
it mounts to the stem and frame ?
is it just a shock steering system ?
will it make it harder to turn ?

any insight will be appriciated

Yes it is like a shock for your steering stem. If you get a adjustable one, you can set it to how stiff you want it. the stiffer you go the harder it is to turn the bars, but in return you get more protection from the bars if you hit a tree or something. It takes the blow for you and not your wrists and arms. Also it helps arm fatigue. The above is the stick type, if you want a more adjustable one, then look at ELKA, WER, or the Pression ones. These have alot more ways to adjust them and offer maxium protection where you want it.

you don't notice the harder turning at all...i will never ride with out one again...

i have a slightly used noss adjustible one for sale...it fits an 06 450r...asking $90 shipped

selling the r and going back to the old 400ex...
